Solution: The Ownership Investigation on the Irrigating Lands along the River Bank
It is required to conduct thorough survey on important irrigating maps including the possession right and utilization about the river courses and both sides of river bank. The actual action should be firstly implemented with the general investigation and the land mapping data around the regions along the Caogong Canal must be made. The land owners should be listed. Within the process of general landscape-ownership investigation, it is also available to explore whether there is any space available for green belts and lands. There had been so many beautiful natural landscapesfinally turning into deserted lands due to management ignorance. This situation results in the bottleneck obstacles to flood relief consequently. The reason why Caogong Canal is facing some consequences like this is because the Farm Irrigation Association of Kaohsiung is not governmentally authorized but situated under the confusion between responsibilities and duties. If everyone thoroughly knows about the real values and functions of the Caogong Canal, everyone would probably express more concerns on this canal and it will not be polluted at will or forgotten by people. Cherishing the Mother Nature and no pollution is exactly the aim for our effort.
