Problem Encountered : Excessive Dependence of Regional Flood Prevention and Waste Water Emission on the Caogong Canal

Because it is difficult for regional government agencies to confiscate lands specified for pipelines of waste water, the water courses of the Caogong Canal are oftentimes recklessly designed with the function of separated irrigating and emitting water courses. The Caogong Canal is forcibly used for the emission of waste water. Although the pollution of irrigating water from the Caogong Canal is appeased, yet the water volume of the Caogong Canal is decreased and the function of ecological and water-friendly purposes is also lost.

For the past 5 years, the renovating effort for the Caogong Canal made the Kaohsiung County Government agencies have been recklessly changed into regional engineering for sewerage emission and flood prevention to cause deficient downstream water volume. The cross section areas of the Caogong Canal are reduced with accelerated flow speed resultantly. It intensifies the difficulty of water-friendly purposes for people. The section of the Caogong Canal adjacent to the High Speed Rail Tzuoying Station is merely left with the cross section on the road center currently. The initial scenic beauty of the Caogong Canal is not only arbitrarily changed but also leaves no accessible water-friendly space for people.

 

Solution: The Embankment Adjustment of Canal Paths

It is required to solve the problems with some excessive ditch depth on the Caogong Canal and collaborate with adjacent communities to lead canals through parks. The water courses of flood prevention can be changed to the trapezoid-shaped garden to improve the inferior landscape impact caused by U-shaped tanks with excessive depth in size. The opportunities for people to get close to water-friendly space are therefore increased and the enhanced accessibility for flood prevention is also allowable. The recommendable facilities are described as below:

  1. .The man-made wetlands and water-accessible parks should be established and the downstream water quality of the Caogong Canal must be purified available for the function of ecological education activities.
  2. The Shetzulin section of the Caogong Canal adjacent to the Ding Chiang Park should be thoroughly penetrated through thoroughly and the embankment must be further adjusted.
  3. If the region is planned with the natural riverbank protection, it is required to collect lands covering the demands for flood prevention of some important sections and ponds. It is required for the Kaohsiung City and County

Government agencies to legally grant compensation or show their good willing to coordinate with the Farm Farm Irrigation Association of Kaohsiung with land resource released for plan demands.



Reflection

When we were conducting field-investigation, we found the ditch course of the Caogong Canal was a U-shape design to reduce the cross section area. Thus, the original design functioned with ecological protection and water accessibility was gradually vanished. If the ditches can be enlarged and the embankment can be improved and designed with trapezoid flood-detaining roads, the flow speed can be reduced and there will be more water accessibility available for inhabitants with closer relation between people and water.
