The history of wheat in Taiwan can go back as far as the time our ancestors crossed the sea to reclaim the land (Mailiao Township, Yunlin County). In 1919,  Governor-General of Taiwan promoted the planting of wheat from the coastal areas of Taichung, Changhua, Yunlin, Chiayi, and Tainan. The plantation of each county and city (prefecture) at the time ranged from approximately 740 acres to 12,350 acres. After the war, there was a short period when food supply was short. The government encouraged farmers to plant a diversity of plantations which wheat was a major product.

        In 1954, under the pressure of US aid, through subsidy government promoted the “flour diet” in school lunches. In 1967, U.S. was granted permission to import wheat into Taiwan.  In 1970, in the hope to balance U.S. relation with Taiwan, the government passed the Bulk Commodity Import Regulation which wheat, corn, and soybeans were imported from the U.S. This led to oppression on the production of wheat, corn and soybeans in Taiwan.

      In 1974, there was only 304 hectares in cultivation land which included Daya District (Taichung City), Tanzi District (Taichung City), Erlin Township (Changhua County), Fuxing Township (Changhua County), Xiushui Township (Changhua County), and Puyan Township (Changhua County).  After 1975, due to the success of the Puli Winery, the government implemented the “guaranteed minimum purchase price regulation” which led to an increase in wheat cultivation area of which the highest was 1402 hectares in 1992.  In 1995, due to the FTA the government banned the “guaranteed minimum purchase price regulation” and many famers stopped planting wheat. Currently the wheat cultivating land in remaining are the 50 to 60 hectares of Daya District (Taichung City) and the 20 to 30 hectares of Xuejia District (Tainan City) of which are all under contract with Kinmen Kaoliang Liquor. The farmers provided the Kinmen farmers with wheat seeds to plant during winter which Kinmen Kaoliang Liquor purchased with a guaranteed minimum price and used them to make the brewer’s yeast for the making of sorghum wine.
