In addition to Dr. Jing Sung Chen and Dr. Shi-zai Chen who most people in Tianjhong are familiar with, there are also Mr. Shao-nian Chen's son, Fang-hui Chen and the ex-magistrate of Changhua County, Mr. Shi-ying Chen. The above information is what we found about Dr. Jing Sung Chen's father. The mayor of Tianjhong District at that time is similar to the mayor of Tianjhong Town today. And Mr. Fang-hui Chen is also an important member in the Orchid Club in Tianjhong.

Shi-ying Chen, born on December 30 of the year 1826, is the first son of Dr. Jing Sung Chen. He graduated from the Department of Law in National Taiwan University and passed the qualifying exam of lawyers. However, because he loved teaching in hometown and he thought that teacher is also a  meaningful job, he abandoned the high-income job of being a lawyer and then taught in the elementary school. In the year of 1953, he started to get involved in politics and elected as the representative of Changhua County. During the period, he offered his help to the citizens a lot. In 1968, he was elected as the magistrate of Changhua and during the period, he promoted the 9-year compulsory education and set a junior science learning center...etc. in the year of 1972, he served as the director of the Society Office in Taiwan Provincial Government. During the period, he organized many plans to offer job opportunities, free medical care, and tuition grants to help those who are in need. After being the director for three years, he was promoted as the Minister of the Civil Administration in Taiwan Provincial Government. During the period, he proposed a project to improve the quality of water. At that time, the groundwater was polluted seriously and many people were infected by drinking or using the polluted water. Besides that, he also built telephone booths and expanded the bridges... etc. Afterwards, he was also elected as the monitor, the Central Committee of KMT, the managing director of Land Bank of Taiwan, the presidential policy advisor, and the president of the peaceful social service league in Taiwan Providence. Finally, in the year of 1995, due to myocardial infarction, he died at the age of 70.
