Taipei City was the first city to promote public bike rental. We can easily and affordably rent a bike with an Easy Card. The public can enjoy the first 30 minutes for free, and then the rental cost will be calculated with a progressively increasing rate. The subsidy budget was arranged by the Environmental Protection Agency (EPA) and the Taipei City Government. Now, New Taipei City, Taichung City, Changhua County, and Nantou County also have brought in U-Bike system. A little later, Kaohsiung City has developed its own urban public bike rental system as well.

Yunlin County is an agricultural county with a smaller spending budget than that of the central government of Taiwan. Yunlin County proudly calls itself Taiwan’s capital of agriculture. Douliu is the capital city in Yunlin County. As such, the city enjoys the most development in terms of commerce and transportation. There is a railway station located in Douliu. For these and other reasosns Douliu has become the center of politics, and economy, and agriculture of Yunlin County.

The Yunlin County government has established bike rental stations in Hsilo town and the Gukeng rural area. People can rent a bike instead of walking or driving. However, these are trial facilities and so provide only a small number of bikes. The bike rental management system is not the same as the U-bikes in that is is not as convenient. If you plan to cycle around the whole of Taiwan, Douliu is a place you cannot miss.

The CEO of Giant Bicycles estimates that the simplest U-bike management system will cost fifty to sixty million Taiwan dollars to establish and maintain. If the system will be exchanged to the Taipei U-bike system, the local government needs to budget millions of dollars to be appropriated for this project for the coming years.

The streets and alleys are usually narrow in Douliu. The residents are not used to paying much in parking fees for their own vehicles. There is a five-storey parking building near the most famous Taiping Street in Douliu. The cost is 10 Yuan for thirty minutes, and 50 Yuan for twenty-four hours. Some experts suggest people should ride bicycles more instead of driving.
Take Zhushan town in Nantou County as an example, the villagers of ZhuangShi district, under the leadership of Mr. Shih-Te Chuang, established the happy U-bike system there. Their suggestion is that the Douliu government would do well to seek corporate sponsorship and advice for their bicycle rental programs. Thus, locals and visitors alike would be able to cycle and take in the beautiful scenes without making any pollution and having the added benefit of exercise. The time for renting Happy U-Bikes is from 8:30 to 17:00. In order to maintain high quality safety, those bicycles are always given maintenance on Tuesdays.

Every summer vacation, the students from Yuntech University repair and fix bikes that have not been claimed from the lost and found -and lend them for free! Hence, the Victoria bicycle team believes that it is more practical to promote the U-Bike system in Douliu. Tourists and visitors can rent and return the bicycles at the police stations, schools and many convenience stores. The Yunlin government should start establishing the first U-Bike system in Douliu to promote the sights seeing industry.

During an interview, the mayor of Douliu Ms. Shu-Ya Hsieh, said she plans to attract tourists and visitors for sightseeing around Douliu. A well-organized marketing promotion is understood to be necessary. Thus, a clear and clean environment, nice and cozy B&Bs and cute and memorable souvenirs are to be included. She also hopes to arrange sightseeing bus routes and electric bicycles to help visitors and tourists have a great time.

The purpose of the project, is to explore the local community in search of personal stories and public management facts which can help promote and develop the sightseeing industry in Douliu irrespective of having the U-bike System up and running.
