On November 19, 2013, after our activity was reported in media, the Economic Development Bureau of Taichung City Government (EDB) informed us immediately by sending us formal official document, saying that they were willing to make a face- to- face discussion with us on the issue. We were very excited when we got the news because our efforts for months have finally been seen by the City Government. In order to allow city staff to have a clear understanding of our progress and specific planning, we organized the questionnaire chart, interview results, data analysis etc. of the past five months into a complete document.Everyone was very nervous on the meeting day even though we had had many meetings with others, since this meeting is very important and meaningful to us. Because the participants are the officials of the EDB who are responsible for the business district, we hope to express our appeals completely.

The attendees at the meeting included Hung, Gen-rang, the deputy director of EDB, Lu, Chun-Hsiao, the chief of the business section of EDB, a representative of the North District of Office, and Chairman Fon from the management committee of the Yi-Zhong district.They gave us perspectives and comments concerning our plan and evaluated the feasibility of the proposal.
Minutes of the meeting are as follows:

I.The perspectives and comments of the deputy director, Hung

  1.  The Yi-zhong district is a student district, where many students will come to study every day. Therefore, it’s not likely for the business of it to get declined if we keep the way it is.

  2.  If we want to improve the Yi-zhong district, we may make three years as one phase and set a goal for each phase.


  3. We must study deeply and discuss before improving the Yi-zhong district. For instance, we should understand the laws concerning any change. If blocking the street would bother the residents, it would not easy to be accepted. Moreover, we need to study the amount of the traffic and where to park during the period of blocking the street.
  4. We can block the street in a smaller area and use asphalt of different colors as a mark to distinguish businesses, pedestrians, and vendors’ areas.


II.The perspectives and omments of the Chairman Fon:

A.Chairman Fon is conservative about any change to the district, especially blocking the Yi-zhong district. The reasons are as follows.

  1. We cannot block the district for no reason.
  2. The uploading and downloading of cargos for each stores is very important. And it is hard to limit their time in a specific period.
  3. When the shoppers are many, vehicles cannot come in easily, so it is another kind of “blocking.” It’s not necessary to block the area.
  4. Few residents were opposed to the former street-blocking programs.

B.here are other ways to improve Yi-zhong district instead of blocking the street

  1.  The improvement of public facilities is more important than blocking the street.

  2. Remove the enclosing wall of Yi-zhong high school, prohibit the parking of scooters, and plant more street trees.

  3.  Education institutes such as Yi-Zhong high school, National Taichung University of Science and Technology, National Taiwan University of Physical Education and Sport should offer tourists to park their vehicles on holiday.

III. The perspectives and comments of the Chief Ru:

A. Ru thinks that it’s difficult to improve Yi-Zhong district, the reasons are as follows.

  1. Currently, the city hall focus its limited budget on another shopping area instead of Yi-zhong district.
  2.  It’s hard for households and shops to agree with the implement of blocking the street.
  3. Parking problems for motorcycles and cars are serious because of the lack of parking lots.
  ¡@We gained multiple views and opinions through the meeting. The deputy director Hung proposed his ideas and suggestions for the overall plan, which are very practical and are also strategies we had never thought before. Moreover, chairman Fon also offered many cases of other countries as well as opinions for our plan. We believe that with their comments and opinions at this meeting, we will come up with a better strategy.
