Since 2004, the managing committee of Yi-Zhong district have held a four-day series of activities on the Mid- Autumn Moon Festival 2004. By holding the activities, they hope to enhance the district’s vitality. Moreover, during Chinese New Year they also blocked the street for special purchases for one to two weeks. The event not only includes New Year ornaments , snacks, game areas but also special New Year lottery, popular singers and orchestras, to name but a few. This has indeed attracted a lot of people.

The street-blocking area mostly include the Yi- Zhong Street. (North Yucai Road to SouthYucai Street, but except the Yi-Zhong and Yucai Street corner), South Yucai Street ( Yi-Zhong street to Zwin- Shian Street , including Yi-Zhong and South Yucai Street corner ) .

The head of the neighborhood explained that there are still a few residents who complain about the inconvenience blocking the street might cause. Therefore, in the Mid-Autumn Festival of 2013 and the New Year street in 2014, we also arrived at Yi-Zhong shopping district to do a further investigation of the actual situation of blocking the street, hoping to learn more about the main situation and the problems that blocking the street might cause.

In the Autumn of 2013, Yi-Zhong shopping district blocked the road from the corner of Yucai Street all the way to Yucai North Road. From 9/19 five pm to 9/23 six pm, while in 2014, in addition to the original part, the New Year street increased the blocking area, the Yucai Street.

Furthermore, intersection are filled with security guards responsible for maintaining traffic order, but they did not really block the vehicles from coming in. Some even blocked the access of one end of the road, but allowed vehicles to enter and leave from the other end, this will not only cause traffic chaos, but vehicles will still be able to run in the blocked areas, and it couldn’t guarantee the safety of pedestrians. So at this point, we will pay particular attention to whether our plan on blocking the street may amend the flaws.
